can be activated at any time. He does not negate effect text, he negates an effect on the chain. (Ex. Player A activates a Ninja effect. Manda can negate that effect.)
2. No. Only Ninjas on the Battlefield can use Jutsus.
3. Yes, a Ninja's activated effect can be activated if they are in your Village.
