And that's two different types of filler. The whole "Kakashi's True Face" thing was just for comedy. Raiga was a filler character, which means that, according to Anime Law #11, does not exist in the minds of main characters while not on screen. Remember Ninja Clash in the Land of Snow? Neither do they.Sakura remembered the true face thing. Thus it is possible that raiga should've been resurrected.
