Yes, because we NEED 50+ other backstories fleshed out, 50+ other insane Kekkei Genkai revealed, and 50+ other allpowerful Jutsu launched at Tobi/Madara/Ten Tails. He's already introduced too many characters as it is. He brought back old ones because the 1st was a Mokuton Master, 2nd was creator of the Edo Tensei and someone who also knew Space/Time Ninjutsu, the 3rd who knows every Jutsu in the Leaf, and the 4th who mastered Space/Time and was a seal expert. Would you really rather find out that Tenten knew how to use RDS without sacrificing herself, or Random Sand Ninja #14 can make Ten Tails a puppet?

I honestly don't want them to fight just because I think it would be stupid. But saying that the 4 kage could beat madara is a long shot that is not at all factually based.
now, granted, depending on whether or not they can use shiki fuujin in their edo tensei'd forms, the third or 4th hokage could potentially stop madara/obito by sealing them.

All four of the Hokage are also immortal now, so Madara's advantages don't mean anything. It just wouldn't end.
