While your deck on That Certain Online site is good, I don't think it can compete with a top tier earth deck or fire/x or possibly void.
My problem with water is that it has amazing ninjas (and pretty unique too) , but it lacks jutsus besides snake sword and good draws missions like fire or wind. I don't think mystic fog should be put into water decks just because its the only negation lol. Water needs some serious help for it to become top tier as a mono element, but combined with fire or lightning, it is very good.
