Not anywhere near the same as Human Path literally removing 2 (possibly key) cards straight from the hand, potentially permanently.

It stops a ton more effects than just Hidan or reanimation. It can basically ruin whole deck strategies just like that, just because you have no option to negate her. For me it's on par with Human Path for delaying/stopping certain decks, and in fact it's even better because it's a turn 1 drop and not tied to your turn marker, nor does it require sacrifice. You would notice her as a nuisance a lot more if you played not just competitive decks in block but any kind of decks in both formats.
As long as they make "costs" that can do so much damage, it's a bad design from my point of view.
