Hidan to 0? I understand why, because most people only run 1. Does it need banning now..? Eh, I'd say wait on it for a while longer. I think set 27 is going to completely alter certain aspects about this game; and as a result, certain power cards won't be as "powerful". I think it's a worthy card for the discussion, but I wouldn't touch it yet.
Ino? Yeah, that card is broken. I will agree with you on this. This card should not be at 3. It is a power card on its own, but being able to splash it in practically every deck is really bothersome. It should go to one, but AGAIN I believe set 27 will lower Ino's power level due to some new cards in meta. So, wait on it...
Tetragram? Broken as well, but wait on it!
Lion's Mane = doesn't belong in this discussion; an extremely powerful jutsu that does too much, but I don't think it deserves to be touched YET.
If, after set 27 stays around long enough, these cards still prove to be obnoxious, then touch them.
tl;dr -- nothing on the list should be touched at this moment, because block meta just "started"; give it until set 27 establishes itself. chunins and SJCs should be indicators of what should really be hit after set 27 meta sets in.
