If you're referring to the first effect, that is completely different from this situation.
If you're referring to the second effect, that's because it is an effect to put in play a Reinforcement Ninja. The general rule of Reinforcements are that they must meet Entrance Cost, Hand Cost, and Sacrifice Requirements.
