this as well as
this as the "New User Guide" explains.
One tournament in a city of one country proves nothing actually. for all we know it's literally the only place that ever heard of it. As for a tourney supported by Bandai, We don't know how much it would cost to ship everything for an SJC to a foreign country, and on top of that how many people attended this tournament. From what i'm finding and hearing (though my italian is highly noobish) it sounds like a max of maybe 20 people showed. That's (even with as bad as it's been here) still worse than any SJC in the US.
As it is Bandai hasn't had an SJC in Canada yet for the fear of low attendance, and so Canadians have had to hop on here and voice their opinion and want for one, while also letting bandai know many people show up to locals and chunins. If Italy does the same (in much greater numbers being across the world) or any other country for that matter, then it's not an impossibility, but despite what you constantly insist this games majority fanbase is the US. Plain and simple.
