from a theoretical and even logical standpoint, yes, but this is fiction. a gathering of heroes means GG and everyone will play some amount of part even if it seems small and it will be one of those "and i couldn't have done it without everyone" moments even if all person X did was be a platform for naruto to jump on in mid air or something. blah blah blah power of friendship and teamwork
basically its like this, generally at least. if the hero isnt there yet but everyone else is, then the hero shows up and does all the work and saves the day. if the hero is already there and cant seem to clench it, everyone else showing up allows him to do it. thats just the way it works.
tl;dr if you don't think that everyone showing up doesn't change things, read more fiction.

My point was not that it wont, simply that it should not. I look at everything from a logical standpoint. Fiction included. Even though I don't expect fiction to follow the same rules as the real world, I do expect consistency within the world that said fiction has proposed. I hate it when rules get disregarded for 'convenience', but it happens.
Like i said, it SHOULDN'T change things, but I'm entirely certain that it will.
