I'd try the Naruto that can fetch Kushina, and the mission that fetches him as well, once set 27 is out, seeing as Manda and Six Tails seem to rely on her. You don't have any water save for Tracking Ninja/Sasuke, and there's no Wind at all save for ***. If they become a problem, I'd try some of the other Tailed Beasts like Seven Tails, perhaps throw Angering the Tailed Beast in? Five Tails is a boss as well, being the most easily splashed for Tailed Beast, and a monster at draw power. The reason I say this, is while late game is great, you don't want to draw it early to mid. But, hey, that's just personal preference, and some generic advice, you will do as you please one way or another, and the only way to really know what works is to playtest. :P
