PLEASE someone give me some source that will settle this issue for good. I have never known any card game tournament to allow this, but they're claiming that if it doesn't say no in the rulebook then it's legit.

It's common sense to not be able to do so. I don't believe there IS a source, but a way to combat it is to start making all tournaments require a deck list and not allow a change from it. Talk to whoever the meijin is and tell them your issue. The word of the meijin is the official word of the tournament.
