Lot's of characters have come back and aren't considered extremely relevant. Gaara, everyone that Pain revived after the invasion, and everyone that Kabuto reanimated aren't all be considered extremely relevant.
And I could argue that Orochimaru has really only come back one time (just recently). When Sasuke absorbed him, he was never really gone. He was inside Sasuke being suppressed by Sasuke's chakra and always had the potential to break out. Once Sasuke's chakra ran out, Orochimaru was able to take control. Also, Kabuto's DNA fusion trick was not a return of Orochimaru. Kabuto now has some of Orochimaru's characteristics and abilities (and more), but Orochimaru isn't there inside him.
So what? That doesn't make him important. That just gives him the potential to not use the same techniques over and over, which he still does.
I also noticed that you had no argument against the rest of my post. Like I said, Orochimaru has done jack in Shippuden.

Lol what does oro need to do in shippuden, he single handedly set up many of the things happening in shippuden before hand I mean here's just a few of his influences
Helped make danzo strong
Pushed kabuto to madness
Made sasuke strong
Killed the third
Made yamato
Killed gaaras dad, opening kazekage slot
Lol idk how much more that guy needs to do he's already affected/influenced shippuden enough, granted he hasn't done much in it, but he's done a ton for it. On top of that he is back and about to do something major in the series it would seem.
Seeing as he killed the 3rd and he wouldn't have been able to be revived until itachi was gone, would be almost like killing itachi( lol not really but in a way)
