I doubt he's tobi because he got sealed with the reaper death seal, so he shouldn't even have a soul to take obits body. I ll also admit that it makes no since for tobi to be obito, but I do like the idea of somebody using the same jutsu as orochimaru and body hopping so that obits body is just the latest vessel.
And the Sasuke sarutobi thing sounds cool, but he was never mentioned in the manga so I can't imagine kishi making a character tobi who most people have never heard of.
Now I kinda hope they go to a Sasuke story so I can find out the guy who knows everything.

Sasuke Sarutobi was mentioned in Chapter 500. As for the water thing... That seems like a CCG bias.

The Second was the creator of that Jutsu, he's bound to be able to release it and fake his sealing or something, but this is just me going off on a limb.
