In Photoshop, when you've got the layer you want outlined selected (the character's picture), press the "fx" button (at the bottom of the window in the lower right that lists your layers) and choose "Outer Glow"... this will make your outline... set Spread to 0%, and size to 1 or 2... play around with the values, the specific numbers for the Outer Glow depend on the picture, so just go with what looks best... at least that's what I do...
