Aren't Tailed Beasts animals anyway? So one would think that its Tailed Beast or any animal with EC 7 or more like Gamabunta and such.

Correct, any card that says "Can only be special summoned by" can be reborned if summoned by its conditions first.

Cards that say "cannot be special summoned except by" cannot be reborned.
