I have a question about Sai n1587.

The effect is to remove a jutsu from the top 3, and he can use that jutsu regardless of its requirement.

Does that jutsu card have to stay in the RFG pile in order to be used?

leading to my next question:

If sai n1587 removes spontaneous tree summoning j949, it states that this jutsu card returns to the hand. So it is no longer in the rfg pile, but can sai still use the same j949 continuously as long as the deck is 10 cards or less?
