If its my turn and kimimaro is on the field. I then play a temari wind scythe. Can I choose who's effect Goes on the chain first. Or does temari mandatory to go first.

If you control you would choose the order the effects go on the chain. If your opponent controls n1601, your Temari's effect would go on the chain first. Then n1601.
