Requirements/Jutsus
 

What does requirements mean??
On "Wind Style: Toad Water Pistol" it says- Requirements: Ninja Toad.
As far as I know animals can't use jutsus.
Can animals use jutsus?? Unless otherwise stated?
Does requirements mean that the required car has to use the jutsu?

Q.2: Follow up to ^, can puppets use jutsus?? My friend doesn't block but activates a card that says he takes no damage. Can any "Ninja" use jutsu unless it says differently on the card?

Q1. Animals can use Jutsus. "Requirements: Ninja Toad" means only a Ninja with the characteristic "Ninja Toad" can use that Jutsu.
Q2. Generally, any Ninja can use Jutsus.
