If you line the cards side by side, Paper Bomb is better because it's more gambling on something you can control. If your opponent for example has 0 chakra or no cards in hand, you know you'll get it off, while as few cards let you peek or set the top card of your deck for possession
However like someone said if you make the right deck, Possession becomes one of the best cards of the game. Easily OVing and entire team with the flip of a card.
