M-003 Leaf Headband Clarification
 

In a previous ruling it was stated that M-003 Leaf Headband does count as a form of Deployment, even though it overrides Entrance Cost and Hand Costs of the Ninja. My question is, does "When this Ninja is Deployed..." Effects trigger via Leaf Headband?

It would not trigger because it was not deployed.

Ruling

This ruling states that it is a form of Deployment, which would mean "When this Ninja is deployed..." Effects would trigger. Based on the ruling there, it's described as a Deployment that ignores Entrance Cost and Hand Cost, which is still a Deployment.

That ruling is obsolete.

Can I ask why? I mean you're giving me no explanations here at all and it's not as though you've explained how the card would read if it were written in today's text. There's been no new explanation of the card effect, so I can't imagine why the ruling that was made doesn't stand today.

The ruling is obsolete because we differentiate between Ninjas that are put in play and Ninjas that are deployed. If an effect triggers off of deployment, then using an effect to put that Ninja into play would not trigger that effect because that Ninja was not deployed.

Obviously that has always been a consideration for Naruto, the difference between "Put in Play" and "Deployed". Clearly Mr Wheat knew what he was talking about when he declared that ruling. He stated that it was a form of Deployment and therefore went underneath Shimon's constant effect. I don't understand how all of a sudden a ruling that has existed for over 3 years, by one of the rule makers of Naruto, suddenly gets overturned for no reason at all.

We have since streamlines effects and rulings. Remember at the time of Mr. Wheat's ruling we still had 40 card decks, Squads & Reinforcements did not exist, as well as many other ruling items.

But the current ruling is correct, M-003 puts the Ninja into play and does not qualify for triggering deployment effects.

Ok so how would you write Leaf Headband's effect if you were to do so now?

It would look like:

Target: 1 '"Genin" Ninja card in your Chakra area
Effect: Move the target to your Village. The target is considered to be part of the "1 Ninja card per turn" restriction.

The effect wording really doesn't change much at all but the ruling has changed since Mr. Wheat has made it those many years ago.
