Pencil Toss Clarification?
 

ok so the wording in parentheses on this card is throwing me for a loop. This Jutsu J982 states that it can only target jutsu's with "1 or less Specific Symbols in its cost". Then is goes on to state that "(specific Symbols count as 1 for the purpose of total cost)". I would like to know which of the following cards this jutsu could actually target and negate:

1. Vacuum Blade J964
2. Laser Circus J932
3. s28 Atomic Dismantling J1004

I'm guessing that the only valid target would be #2 in this list, I would like to know where the text in question, "(specific Symbols count as 1 for the purpose of total cost)", would come into play.

#2 is the only Jutsu would be able to target.
The total cost of the Jutsu would be X+1. The specific symbol is considered to be 1 for the purpose of determining the total cost of the Jutsu.
