Reinforcement

If my opponent plays m-949 and targets my n-1570, can I chain to reinforce him into n-1225?

Same scenario but instead I also have n-1510 in play. Can I chain to reinforce into pr076?

Reinforcement Ninjas can only be put in play on an empty chain.
