How would give a damage if the ninja shares the lowest entrance cost in the team? Wouldn't there be no lowest entrance cost since they have the same one?

On the same note if was used against an injured ninja in team by itself it would do nothing because the ninja has the highest and lowest ec?

Correct, it would just injure the Ninja.
