Is my discard pile affected by n1395 while I have c059 in play?

If I use n1395 in play and I use a jutsu, can I use my discard pile to pay for the jutsu?

Can I use ninja effects and pay with my discard pile?

You would not be able to pay for Jutsus with cards in your discard pile. If you paid for a Jutsu (with cards from your Chakra area), those cards would go to the bottom of your deck.
