If the card is being removed from the game can you use inherit abilities?

Inherit only triggers when an in-play Ninja leaves play.

What do you mean by, "leaves play"? Does leaving play mean when a card is both discarded and removed from the game?
My specific question then is if you replace two in play ninjas with a squad from your reinforcement deck and one of the ninjas you are replacing has inherit can you give his effect to the squad ninja that was just played?

Inherit would not trigger if a Ninja is removed from game to put in play a Squad. Inherit only triggers when a Ninja is discarded.
