Is it officially listed at set 21.5? Which makes it block incompatible?

Only sets 22 or higher are BLOCK (for now). 21.5 is less than 22, which is why it is out of rotation. Plus, the set is one of the worst sets in the history of the game with only 4-5 playable cards.
