4 quick questions
 

1.) Can Manda N-1083 negate ninja effects outside of battle such as Inoichi N-1279. If so would that negate their effect pernamently since it doest specify until the end of the turn?

2.)If The First hokage PR-018 is a standy ninja could he activate Sealing the evil J-594 ? Or any jutsu at that? I thought stanby ninjas couldnt activate jutsus since they arent on the battlefield.

3. Can ninjas effects activate even though they are standby such as Pain (Preta Path) N-1004

4.) If i sacrifice Giant chameleon N-1001 for Pain (Deva Path) N-1619 or anything with a hand cost for that matter, would chameleons effect of returning to the hand activate in time for me to discard him as hand cost also?

1. can be activated at any time. He does not negate effect text, he negates an effect on the chain. (Ex. Player A activates a Ninja effect. Manda can negate that effect.)
2. No. Only Ninjas on the Battlefield can use Jutsus.
3. Yes, a Ninja's activated effect can be activated if they are in your Village.
4. No.
